European Commission Proposes €3.8 Billion Plan For Biobased Fuels, Chemicals, And Products
On Wednesday, July 10, 2013, the European Commission (EC) announced its legislative proposal for a public private partnership (PPP) to help support the biobased economy by promoting the development and commercialization of fuel, chemicals, and products made from sustainable European biomass and waste. The proposal is expected to be approved by the European Parliament and Council later this year or early next. The PPP is expected to start its activities sometime next year. Novozymes, BASF, And Cargill Announce Breakthrough
In August 2012, Novozymes, BASF, and Cargill entered into an agreement to develop a process to convert renewable materials into a 100 percent renewable acrylic acid. This month, the three companies announced that they have successfully demonstrated at pilot scale the production of renewable 3-hydroxypropionic acid (3-HP). This announcement is an important step in the companies' efforts since 3-HP is a raw material that can be used to produce renewable acrylic acid for the production of superabsorbent polymers. MASBI Issues Report On Opportunity For Aviation Biofuels
The Midwest Aviation Sustainable Biofuels Initiative (MASBI) has issued a report demonstrating the opportunity for a Midwest aviation biofuels industry and making recommendations to help its success. The report is available online. MASBI is a coalition managed by Oliver Wyman and led by a Steering Committee that includes United Airlines, Boeing, the Chicago Department of Aviation, the Clean Energy Trust, and Honeywell's UOP. Green Biologics Teams Up With Easy Energy Systems

EPA Releases Regulatory Agenda
On July 3, 2013, EPA released its spring regulatory agenda, which reports on the likely timelines for several environmental rulemakings. The agenda is available online. Among other items, the agenda suggests that in September EPA intends to reissue a revised proposed rule to control emissions of greenhouse gases from new power plants. Senate Likely To Vote On McCarthy Nomination Next Week
On Thursday, July 11, 2013, Senate Majority Leader Harry Reid (D-NV) filed cloture to end debate on seven outstanding Administration nominees, including that of Gina McCarthy to be the next Administrator of the U.S. Environmental Protection Agency (EPA). This means that McCarthy's nomination could come up for a vote as early as Tuesday of next week. USDA Makes Important Announcements To Further Biobased Products
On Thursday, July 11, 2013, the U.S. Department of Agriculture (USDA) made two important announcements that will help promote biobased products. First, USDA announced that it has designated the following eight new biobased product categories for preferred federal procurement under the BioPreferred Program: aircraft and boat cleaners; automotive care products; engine crankcase oil; gasoline fuel additives; metal cleaners and corrosion removers; microbial cleaning products; paint removers; and water turbine bearing oils. On Thursday, July 11, 2013, the U.S. House of Representatives passed by a slim vote of 216-208 H.R. 2642, the Federal Agriculture Reform and Risk Management Act of 2013. H.R. 2642 is essentially the version of the five-year Farm Bill that the House defeated last month, H.R. 1947, including amendments that passed during debate on that bill and excluding the nutrition part (food stamp) of the bill. House Rejects Farm Bill, Path Forward Uncertain
As noted last week, on Thursday, June 20, 2013, many were surprised that the U.S. House of Representatives voted 195-234 to reject H.R. 1947, its version of the next five-year Farm Bill, which authorizes farm subsidy, conservation, rural energy, and nutrition programs.
