Next Steps For Farm Bill Legislation
As we reported, last week the House of Representatives passed its version of a five-year Farm Bill, H.R. 2642, which includes funding for farm programs only and excludes funding for nutrition programs (food stamps). The current five-year Farm Bill is set to expire on September 30, 2013. That leaves about six weeks, or 23 legislative working days, for Congress to conference the House and Senate passed bills and pass a final version for the President's signature. Latest Action On RFS
Activity on the federal Renewable Fuel Standard (RFS) is in full swing on Capitol Hill. Last week, the House Energy & Commerce Committee's Subcommittee on Energy and Power issued its fifth and final white paper on the RFS seeking input from stakeholders on "implementation issues" with the policy. The white paper is available online. The white paper follows the Subcommittee's hearing last month at which government witnesses testified on the effectiveness and implementation of the RFS. EPA Expected To Approve Barley As Feedstock Under RFS
EPA has announced that it will soon publish in the Federal Register a notice for comment on EPA's conclusion that the use of barley as a feedstock can meet the lifecycle emissions reductions requirements for both conventional and advanced biofuels under the RFS. These findings help ensure the likelihood that EPA will approve barley as a biofuels feedstock to help meet the volumetric requirements under the RFS. Boxer To Hold Senate EPW Hearings On Climate Change
On Thursday, July 18, 2013, Senate EPW Committee Chair Senator Barbara Boxer (D-CA) is scheduled to hold a hearing called "Climate Change: It's Happening Now." Elevance Renewable Sciences And Wilmar International Begin Commercial Shipment Of Specialty Chemicals From New World-Scale Biochemical Refinery
On July 18, 2013, Elevance Renewable Sciences, Inc. announced it has safely and successfully completed the construction, commissioning, start up and initial commercial shipments from its first commercial-scale biorefinery in Gresik, Indonesia, in a joint venture with Wilmar International Limited. European Parliament Committee Votes To Limit Crop-based Biofuels And Count ILUC In Greenhouse Gas Emissions Calculations
Last week, the European Parliament's (EP) Committee on Environment, Public Health and Food Safety voted to include indirect land use change in calculations to measure greenhouse gas emissions. It also voted to limit biofuels made from crops and create a minimum level of advanced biofuels within the European Union's (EU) fuel supply. Under the measure, crop-based biofuels would be capped at 5.5 percent of the EU's fuel supply by 2020. European Commission Proposes €3.8 Billion Plan For Biobased Fuels, Chemicals, And Products
On Wednesday, July 10, 2013, the European Commission (EC) announced its legislative proposal for a public private partnership (PPP) to help support the biobased economy by promoting the development and commercialization of fuel, chemicals, and products made from sustainable European biomass and waste. The proposal is expected to be approved by the European Parliament and Council later this year or early next. The PPP is expected to start its activities sometime next year. Novozymes, BASF, And Cargill Announce Breakthrough
In August 2012, Novozymes, BASF, and Cargill entered into an agreement to develop a process to convert renewable materials into a 100 percent renewable acrylic acid. This month, the three companies announced that they have successfully demonstrated at pilot scale the production of renewable 3-hydroxypropionic acid (3-HP). MASBI Issues Report On Opportunity For Aviation Biofuels
The Midwest Aviation Sustainable Biofuels Initiative (MASBI) has issued a report demonstrating the opportunity for a Midwest aviation biofuels industry and making recommendations to help its success. The report is available online. MASBI is a coalition managed by Oliver Wyman and led by a Steering Committee that includes United Airlines, Boeing, the Chicago Department of Aviation, the Clean Energy Trust, and Honeywell's UOP.
